Actual reason? Because with BVS announced, marvel wanted to up the stakes and make another ensemble film. I personally think they should have dropped the Civil War title. It's nothing like the comic counterpart, meaning the only reason to actually call it that is to build up the hype of how epic in scale the comic was.
