Only does so much. The problem is not that people aren't making threads, because they are definitely there, I think the bigger problem is generally people on /tv/ don't care to discuss things outside of capeshit, vidyashit, got, etc. I've recently made dozens of threads that have all 404'd with only 2 or 3 replies at most.

Easier said than done. Most kids don't know how to make good threads or discuss film, which is why the only thing they know how to do is shit post and spam memes.
While it is an admirable suggestion, rather than have this attitude of "be the change you want to see", I think people should just simply ignore obvious shit posting threads for starters. The thing all shit posters want is attention and if you negate them of that, they'll eventually just go away or they'll kill themselves.
The true way to fix /tv/ is through better moderation, not just by Janitors (which seem to do fuck all), but through self-moderation.
it started with /b/, then /v/ and /a/ and now /tv/ since it's the next board in row for the mass immigration
4chan is way past it's prime. it's like watching you old grandpa who used to be full of life now terminally ill in a hospital but he's still strong in his age so he's dying slowly although his life isn't worth living anymore and there is nothing you can do to put him out of his misery and even though you know he's good as over you don't want to let go
