My guess: Benjen knew Lyanna was eloping with Rhaegar but kept it a secret, leading to the death of his family. After the war was over he left to the wall to atone. Perhaos he has some role in revealing Jon's parentage and had to be taken out of the story until George is ready for that revelation, which like Dany staying in Essos and the whole "Winter is coming" concept has been waaaay dragged out because George kept bloating the first act of the story over so many books and decided against the time skip he had planned.
I believe this because if he wasn't meant to be alive or returning and his only role was to bring Jon to the wall and did, they've missed out on a lot of creative opportunities to address his fate in relation to Jon's character growth in the early books/seasons. I don't buy George would just have him disappear to fuck with us as some commentary on people going missing in real life.

To give you the real (and obvious) answer, ramsay is married to sansa because as the eldest (seemingly only) stark daughter she inherits winterfell, which legitimises ramsay and his potential children's claim. If Rickon is alive he is the rightful lord of winterfell and that would (technically) invalidate sansa and ramsays claim. So if Ramsay found Rickon he would definitely kill him to be safe.
