Comic he is powerful..
on the show every time he is around Chloe for the most part he has had his wings clipped. In the comic he is a super-planner. On the show he is more or less just one step ahead or sometimes clever.
It is a Pinocchio story, Luci gets to try being a real boy, the actor brings a kind of innocence to it as he tries new things and gets away from being the thing he is labeled as..in a way he is still trying to get around predestination, it is just more subtle than the comics reflection or spends less time reflecting rather.
He definitely isn't omnipotent here..
the only real abilty he seems to have is to pull out truth through people's desires.
The majority of his 'angel' abilities are either tied to his wings, which he doesn't have or limited because of chloe.
