Rio has a lot of poverty and shit zones, but also is one of the cultural centers of the country, it was the capital and richest city during the Imperial period.
I would say the most important and industrialy developed region in Brazil now is São Paulo. While the south has a better quality of life and HDI, but is more rural in nature. To the north everything is shit or starting to get decent.
