The movie is out of question now, it would probably flop anyway.
The reason he gave for not doing more seasons is that he doesn't want it to get ridiculous with how many bad days Jack has had (as if season 10 would suddenly make 24 less realistic).
I think he also wants to do some other things (like music) and 24 is a major commitment that would require a lot from him since he admitted that he's worried about damaging the legacy of the show.
