The order they were released. Its not a confusing timeline. They are connected but not in the super 'oh yea you gotta watch this to understand this' kinda way. The movies do an easy job of catching you up.I would say Civil War requires you to watch most of phase 2 to really understand character motivations tho. Especially Tony's.

Important character growth that sets up his motivation in Age of Ultron. The Iron Legion is a direct Ultron set up.
Start with Age of Ultron. Then go to Iron man 3, after that go to Spiderman 2 followed by Thor, Spiderman 3, The Incredible Hulk, back to Age of Ultron, then watch The Winter Solider and the first avenger backwards at 1.5 speed. GoTG should be watched at the same time as The Avengers on two 13 inch tvs for the full effect. Then watch all the others in release order at 10 x speed.
