If you mean about war as an idea, then I'd agree, Apocalypse Now is probably the best.
best film about soldiers in war is probably either Full Metal Jacket or Flags of our Fathers/Letter from Iwo Jima as a double feature, since they're complementary films. Saving Private Ryan is overrated in the category, imo, but is still a solid pick.
If it's about politicians and war, then probably Dr. Strangelove.
If it's about war's impact on civilians,. then probably Grave of the Fireflies.
