Not really a failure.

>3rd highest grossing DC film
>Outgrossed every MCU film except Avengers 1/2 and IM3
>Raw B.O. numbers don't include revenue from promotional partners (for example Man of Steel made back its entire production budget before the movie was even released)

There were always 2 undefined slots for DC movies. It was supposed to be the Batman movie (which it will be) and possibly an actual Man of Steel sequel. But now it's probably going to be Suicide Squad 2.

Which also was expected if BvS underperformed. Make a Batman movie because people liked Batfleck, and push Suicide Squad more.

They were inpatient when trying to find a director for MoS, rather than waiting for one of the directors they wanted to finish with their projects, they went with Snyder.

Snyder went on to make Man of Steel, a shoddy film with a mixed response at best. Somewhere along the line Warner Bros decided that this was actually the beginning of the DCEU, and went on to give Snyder the benefit of the doubt and let him direct BvS.

BvS is universally panned by both critics and average movie-goers, only some die-hard fans praising it. WB was desperate to get that avengers-tier revenue which resulted in Batman, Superman, Wonder Woman, Flash, Aquaman and Cyborg all being in the movie despite being only the second installment of DCEU. DC has blew it's load already, in terms of heroes. BvS is definitely at least the most expensive comic book movie ever created, it's very possible that it's among the most expensive movies of all time, period.

Despite Snyder shitting out two bad movies while running the DCEU's reputation through the dirt, they've let him direct Justice League Part 1 AND Part 2 (possibly due to nepotism, I doubt it though). If SS and WW are bad movies as well, public image may force WB to restart the movie universe if Justice League under-performs.

It's not very good. It's not the worst thing in the world, it's got ideas but it fucks them up and fails at execution. Sometimes a bad movie just doesn't succeed no matter how much marketing they attempt. That being said it's fucking amazing a movie that makes this much money is considered a disappointment.
