Not according to new Disney canon. The current continuity is that Palpatine easily could have fixed Vader's body to be sleek and manageable, but wanted him to be a lumbering jackass in order to torture him. He also constantly manipulates the electronics and buttons on Vader's suit to keep him in constant pain and agony. He's like the Joker or something.
