To be fair, the movie is taking aspects of both seasons Ghost in the Shell SAC and the film. SAC's setting was very important to the plot of the film, mainly due to the political maneuverings and events present throughout the show. The film's setting is less important from what I understand. In fact, I don't know if they ever explicitly stated it. The structure and vibe of the city was based on Hong Kong. But in a general sense, the cyberpunk idea is more or less applicable to the whole world at this point.
