Probably this. Stallone is very serious about things and tries to portray himself as some kind of legitimate artist. Arnie's personality has always been based on charisma and having fun.
He's just more pleasant to watch, and he had much better movies to work with. Aside from the action schlock and comedy, he's been in stuff like Predator, Total Recall, Terminator 1/2, and Conan the Barbarian that are seen as genre-defining classics.
