There was more going on with it than just "muh CGI." I'm not sure what you're looking for in "substance." The actors were great, the story was decently told and had a nice pace and the setpieces were phenomenal.
I just think you're looking at it in the wrong way. The CGI was just the icing on the cake, at least in JP1. It's like saying T2 had no substance because CGI effects used on the T-1000.

That said, at least half of movies are "good guy meets bad guy and must defy the odds to triumph". Still, it didn't have to be so formulaic or predictable to be successful. It was just laziness.
