The anime regions are much larger than the game regions and have dozens of gyms. Pretty much every big city has a gym, but trainers only need 8 badges to compete in the regional league.

The head writer's ideas for what a gym entitles where really interesting. Gym owners' lives aren't very glamourous, expenses are high and losing three matches in a row forfeits your leader status. Gyms are government funded but not very well. Gym leaders can bribe opponents to take a dive to keep themselves safe. Of course, none of this made it to the actual anime.
