No, because a smug face is mostly about the eyebrows going up, you can't really squint and raise your eyebrows. But just raising your eyebrows can also be shock or surprised. When you make a smug face, your eyes aren't "half closed" but they are usually not as wide as they normally are, and not as wide as when you are surprised.
