Yeah, I get that. Frieza saga compensated for that by basically having an army (Frieza's forces) which Gohan and Krillin could handle. Then the special forces (Ginyu force) which was more on par with Vegeta, then Frieza who was on par with Goku. There were many balanced fights and imbalanced fights, but you rarely had the main characters lose a fight with someone just to get strong enough to beat them before their rematch.
The Cell saga was guilty of this. It was kinda silly that androids were just strong enough to beat the Z fighters but irrelevant after a day in the hyperbolic time chamber or another powerup.
Buu saga was here and there. Vegetto and Mystic Gohan and SS3 Goku were stronger than Buu but were not able to finish him off due to some crazy circumstance.
