Marvel literally kills any potential villain the second they're a threat. See: all TV endeavors, all movie villains usually get triple Kamehameha'd out of existence (not even an exaggeration) aside from Loki, all Cap villains die right after getting mentioned.
You'd think with such a robust universe, we should be keeping these characters or at least have them mentioned more, but no. Even Ultron had like 15 opportunities to be so much as mentioned but ended up being reduced to a 2 minute mention to conception montage bullshit only to have the avengers turn into super saiyans and blast him into oblivion after his 2-3 day "AGE."
Marvel movies are really fun, but they really hate keeping villains alive, which is funny, because all the killing is why a lot of people hate DC movies. Not trying to start a war, as I like Marvel stuff, but it's true.

It was fun and the character moments were great but the story was a bit convoluted in the same way that BvS was. Zemo is almost literally just a less over-the-top version of Jesse's Lex.
