That's the smartest move. He dies here, people mourn, Bucky becomes the new Cap and shit proceeds as normal.
Then IW part 1 comes around and everyone gets their shit fucked by Thanos. IW2 comes out the year after and just when things look bleak, Cap gets revived and takes him on, trademark speech and all. The crowd would eat that up.
