because there is an all powerful god who controls them and he didn't feel like intervening. if he wanted to, he could have effortlessly crushed sauron himself, but he wanted men to man the fuck up and do it on their own (mostly).
going by the end of the first movie, the orcs seemed to be pretty good archers.

The same reason Bombadil didn't help; they didn't give a shit. The war against Sauron is about Men, Elves and Dwarves, the ones who were tricked by Sauron. Mostly Men and Elves, though, as the Dwarves really don't give a shit either.

Because the Eagles aren't a fucking taxi service.
The only person on all of Middle-Earth who could even speak with them was Gandalf. Even though Radagast was known as the one who could speak to birds and animals the only one with both the know-how and the balls to do it was Gandalf.
Even then Gandalf understood that the Eagles weren't to be taken for granted. They're a bit like the Hypogrif from Harry Potter. Very touchy.
Also they hate arrows, which is why the wouldn't bring the Hobbits to the Misty Mountain.

>Sauron didn't know mankind would destroy the ring. He was counting on them using it and bringing it to him eventually.
