Almost 10 years into the show is hardly "literally is and always has been a superhero". That sort of interpretation of the character was no doubt debuted before then though. But it doesn't make it THE interpretation of the character. It's not the fundamental core of Doctor Who. Series 9 had god-tier titles due to all the two-parters whose titles play off each other, something that puzzlingly hasn't been done much with two-parters before. Other than that I don't see a big difference between Moffat and RTD era titles, there's lots of RTD titles similar to your examples. Just to pick from RTD's episodes, we have Love & Monsters, Turn Left, The Sound of Drums, Midnight, etc.
Classic titles are usually more literally descriptive (not always, because the new series does have things like "Dalek" and "Dinosaurs on a Spaceship") but also hype the episodes up more. Whereas new series titles try to entice the viewer by having a certain mystique, classic titles tend to just throw a bunch of thrilling-sounding words in there and ideally a monster name that sounds cool. It's kind of charming the way the earnest straightforwardness of most old scifi tv and movies always is.
