There were too many jedi and not enough sith. He had to balance them. Then we had luke leia emperor and vader and it was balanced. But emperor was going to kill luke throwing it out of balance. Hence Anakin killed the emperor. This of course made it unbalanced anyway, but at this point Anakin said fuck it I'm dying.

Pretty sure Lucas said that balance meant destroying the Dark Side since it was a corruption/disease in the Force. It's not really 2 Jedi and 2 Sith since there are so many others on the novels, TV shows, etc. Anakin brought balance through his death.
