Death Stars are meant to be built quickly. The Empires plan was always to build the Death Star at the site and destroy the offending planet, leaving the Space Station in place as an invincible fortress to control the surrounding planets. The reason the first one took so long is because they were developing ways to build the station quickly.

The one in Jedi was a dry-run using recovered and improved technology to train up a whole new staff. It was then used as a way to lure the Rebels into an all out attack. Once fully trained, it would have taken an Imperial building crew as little as 3 hours to construct a fully operational Death Star.
