They constructed Death Star II backwards as a means to trick the rebels into attacking it before it was even remotely operational when in fact the laser weapon was the very first thing they built and was operational all along. In this case, it was a short throwaway scene and it still took me out of the movie. The message is basically, "You're too dumb to find the right opinions by yourself, so we're going to give you the occasional nudge by placing certain things in the media you consume."

It's just how all the laser weapons work in Star Wars. All laser weapons have to have smaller, actual laser pointer things that shoot out to one point, then combine together and shoot one stronger beam. Having it as a dish makes it easier to direct the smaller beams together at one focal point. The laser weapons in AOTC do the same thing on a much, much smaller scale.
Hell, even the B-wing prototype in Rebels does the same, just without the curved background of the Death Star dish.

I'm forgetting how it 'works'. 5 smaller lasers converge to form a larger one? Can the convergence point be altered? Can the laser be aimed or does the entire station need to move? Does the convergence point dictate the angle of the shot? It always looked like they converged a significant distance from the station so I'm still not sure what the point of the dish is. They could have just placed the smaller lasers on a series of towers.

That depends. It's not unreasonable that the big laser would be contracted out to a specialist company who would assemble it off site and test it for correct calibration before shipping it. (Or construct it on site before fitting).
