Comic Civil war was terrible. Loads of characters acting abnormal.
The MCU reasoning makes more sense why Tony and Steve would be at odds - BUT the trailer makes it seem like CA would kind of begrudgingly accept the terms, for the good of the people, knowing full well his team can cause some collateral.
But, and the trailers support this, Cap cares more about Bucky, and part of the terms are that the Avengers need to capture or kill him (probably kill) him. Cap simply wont believe that Bucky is evil, even though he totally was evil brainwashed earlier - So Stark and friends set out to get him leading to the conflict.
Once they reveal the Evil Bucky clone isn't Cap's friend Bucky, everyone teams up to fight the real Big Bad.
