It's really simple.
Of 24 reviews 18 gave the film a passing grade (at least 6 out of 10). Or 75% of all reviewers.
But if the positive reviews were all barely a pass (a 6) and all the negative reviews were barely a fail (a 4) then you'd get an average score of 5.5 (18*6 = 108, 6*4 = 24, 108 + 24 = 132, 132 / 24 = 5.5)

The percentage is based on the amount of people. So if a few people give really bad scores it pulls the average down without screwing with the tomatometer much.
