Miss Twin Peaks is almost a perfect episode for me. It has this weird pitch black comedy. The guy holding the reindeer in a suggestive way that walks across the screen always slays me. I found that Arbitrary Law uses a lot of the worst aspects of the mythology. It's handled in a workmanlike fashion. There's something about the episode that I don't like. Some of the staging annoys me. Dunham is interesting. I actually really like Masked Ball despite it being in between some awful episodes. It has a lot of the wild stuff with Little Nicky and Super Nadine.

I would say most episodes from Season 1 are better than "Coma" and also "Demons" and "Orchid's Curse" from season 2. Other than that his episodes are far and away the best ones, and they are really fucking good specially the first 5 I listed, they're hard to even put in any one order because they're so great. Reason I put "Zen" on top over Lonely Souls and the Pilot is because it really feels like everything comes together so perfectly in that episode, it's the one where people find out whether the show is for them or not. It embodies everything people love about Twin Peaks, the strangeness, the absurdity, the humor and the darkness. It doesn't quite reach the emotional height of some other episodes however, but it's still the GOAT.

I didn't like Arbitrary Law at all, actually. Sometimes I feel like I'm in the minority. "Drive With a Dead Girl" and "Arbitrary Law" just did not feel like they deserved to be follow-ups to "Lonely Souls" that episode was the darkest the show ever got and is still one of the most fucked up scenes in television that I have seen. The way they turned Leland into a cartoon character after this episode was disappointing, it's hard to be upset about it when Ray Wise is so entertaining that it still makes you enjoy the performance. But it just ruined the aftershock.
I'm very glad Fire Walk With Me exists because the characterization of Leland is right on point in that movie, it made me incredibly uncomfortable to watch for the first time because Leland really was lovable character, but it is the portrayal he needed after you find out the truth.

I'd agree that Coma is a lesser Lynch episode. I saw the pilot again last which is why I put it so low. Coma and Pilot are a tosh up for me. I liked the darker more serious tone of the first two s2 episodes, Coma however did go a bit far in places. Jerry Horne being somehow now an evil maniac trying to intimidate Hank is one of the worst scenes in the entire series. I do like the cream corn Tremond stuff. On first viewing I remember not liking it at all. The Pilot has a lot of brilliance that Lynch will later tune more to his sensibility. I think that knowing the series well hurts the episode.

I think the season 2 opener is one of the most brilliant things done in television. Given how massive the show was, and the time it aired, I can only imagine the soapy elements were the biggest grab for most people, and the punchy finale with about 25 different cliffhangers, directed by Frost definitely must have been a big crowd pleaser at the time and left people foaming for resolutions.
For Lynch to then come back, after having turned down Spielberg, who wanted to direct the premiere, and have the first 10 minutes be Cooper lying on the floor injured, interacting with an old frail waiter whom is completely oblivious to the fact that he's lying there dying and just keep this exchange going that completely ignores all surrounding events that lead to this. No show would ever intentionally be this withholding and patience testing, and I can only imagine the 90s audience being fucking outraged at the time being.
Really bold and memorable way to kick off a season. If a show is withholding in this age, it tries to masquerade it as something else, by filler that pretends to be important. Nobody makes it an artistic statement like this. For as dated as Twin Peaks can be in places, there are still parts of it that I've yet to see in television 25 years later.

Difference is none of those things were like Twin Peaks. Just how bizarre the show was and how different FWWM was in tone to the series gives me hope that this will at least have more hope than those other 20 year later things.

To be fair though, Arrested Development Season 4 was pretty well written and had some really funny material, it was the production that sadly bogged it way down.
I think if they had all actors available without crazy weird schedule constraints to work within, Hurwitz would have easily outdone season 3 in terms of quality, I actually already kind of think season 4 on a writing level was better than 3.
