I don't think it is necessarily that the character is popular with the writers, I think the writers are just listening to the fans of the character.
The fans of the character are a majority of Tumblr hambeasts looked at Felicity and saw a cute, nerd chick who was in a budding relationship with an attractive male, and they wanted to live vicariously through that character. And, unfortunately, even though they are the minority, they are the loudest portion of the fan base.
