City Planets make zero sense. They aren't self-sustainable for resources, obviously. So you'd need a constant off-planet resupply. Due to the population size, this resupply would be constant and huge.

Read Foundation, see: Trantor, which is the inspiration for Coruscant.

The entire book makes a point of how inefficient a city-planet would be, with Trantor requiring about twenty fleets from the inner-rim worlds daily just to supply the minimum amount of foodstuffs needed to keep the population from starving.

I remember they try to explain that concerning heat generation and pollution and oxygen, but cannot remember specifics. But in the end, the entire point of Trantor was that it was unsustainable and that the new Galactic capital (and model for whatever new government came after) needed a much more efficient use of resources and manpower.

It seems that most planets have progresses towards some sort of world government structure. Some planets have more than peoples or culture in them though. For example, Mon Calamari has a Mon Cal and Quarren population, and they're represented in the Senate by one Senator (the one with the voting power) and one Representative of the Quarren people (who cannot vote but has the all the other powers of a Senator). The same is true of Naboo, it has one Senator representing the planet, and one Representative representing the Gungan population (Padme and Jar Jar respectively).

Most planets seem to just have a King/Queen or someone else in charge of the overall planet government, or to govern over one race (see: Naboo and Gungans having different rulers).

All the policies that you listed are all intergalactic and not just planet-level only. I view it as: the galaxy as a whole is equivalent to Earth, and each and every planet is a country making it's name in the world/galaxy.

Only the "third world" backwater planets seem to care about intraplanetary conflicts like wars for resources or land. The rest of the planets worry about their stance in the galaxy and worrying about trade between planets and safety during conflicts.
