This Frank is a little raw. Punisher will sometimes crack a deadpan joke while he's killing guys for the same reason he usually doesn't cry or get visibly upset as much as this version: because he's been doing the whole "murdering criminals" thing long enough that he's obtained some distance from the trauma that started him on that path. Eventually it morphs from his vengeance to him doing what other superheroes won't. What he believes needs to be done. That's part of why I want to see a Punisher series. I want to see him finish that transformation.
