First of all pretty much all movie budgets are inflated with the help of creative accounting, that way if the movie doesn't do as good as they hoped they can claim a loss on their yearly taxes

Secondly most of the money laundering happens with small direct to DVD movies made by small production companies with links to organized crime (spend 300k on shitty movie, inflate budget costs number and receipts to 2.5 mil, give the production company a small kick back, profit).

Yes in fact Germany basically made this into law in a bid to start up the German cinema sector. As long as most of the movie was filmed in Germany you could write off the entire production cost on your taxes. So the German companies would give money to Boll to make flops then have their own people work on the film. The film would bomb and the companies would write off their OWN spending on the film as the production cost and not pay taxes.

It actually helped Boll that the films flopped. If they're successes that would attract more attention to the companies producing them which were fronts for his investors.
