South korea.
Japan was for a time certainly, they were at the top of their game, and they boasted a culture no one else was making use of. Russia is p.good and france certainly had its time but i think once you've seen a few french movies you've seen them all. They all get so samey being produced within 20 years of eachother and borrowing eachothers styles.
It really comes down to a few individual directors in each country holding them up rather then the country as a whole

Well, Anglophile countries actually make really shitty and predictable movies.
Countries that make really great movies are Serbia(probably most underrated movie maker in the world considering size of the country), Russia,S.Korea, Japan(no matter if you like anime or not, you have to hand it to them, they do know how to tell a story, good story), France has couple of extraordinary movies, Hong-Kong(not China,China only knows how to make epic, bigger than life love-war stories)

Korea/Japan/China. Im not well versed on gook so I dont always differentiate.
South East asian movies can give me tranquil feels of the greater contemplation of simple life that I cannot get from any western flicks.
Ive seen these movies that have transported me into a comfy apartment, thinking of a gf I never had and a content life ive never lived.
Im not an asiaboo by any means, but western movies are too brash or too dull when attempting to transfer the viewer in that specific "genre".

For the 20th century, probably Italy and maybe Russia.
Talking about these decades, I'd say Mexico (not kidding, rather big surge of good movies and director popping up) and South Korea.
France and Italy still put out good niche films. Japan, kind of. China releases loads of garbage, you can have an entire year with no decent movies in the run.

Which would you say produces the worst? I'm going with Spain. They've made some alright movies here and there, but Spanish TV is God awful, I always want to switch to English satellite whenever I'm in Spain since everything on Spanish TV looks really cheaply produced and horribly tacky

Idols who can't act put in films because they are idols, overacting out the ass, high school level production, terrible sound design (literally one microphone recording the entire room), god awful CGI everywhere.
Kurosawa, Mizoguchi, Ozu are really the only live action Japanese directors that were worth shit.
