As a non-American I always imagined Gotham as a place like Chicago where it was ran by mobsters etc, and Metropolis as New York where it was about corporations and news agencies.

DC moves their cities around all the time for other media. They moved the entire city of Metropolis to Kansas for Smallville it was like right down the road.
