Of course it could work, they could even play with the factions and the moral dilemnas.
The protag could begin by siding with one faction and change afterwards.
They could also shoehorn a common ennemy in the end so they don't really have to choose.
Of course nothing can replace your ability to make a decision but they could always find a way.

Regardless of the quality, it's the one that would the easiest to adapt.
You can't deny that Bethesda made a great job at worldbuilding and world design. The intro would ease the viewer into the world and the peculiar imagery would be interasting to see.
It's not because bethesda is shit that an movie or tv series would inevitabmy follow the same trend.
