Sisko: an admitted assassin who also gleefully deployed massive biological weapons against his own kind (rendering an inhabited planet a lifeless rock for 50 years, making hundreds of thousands of innocent people refugees, and probably killing several thousands of them as well). Had a long-standing romantic relationship with a terrorist, which continued even after the terrorism was revealed. He was also petulant towards other fellow officers (including Cpt. Picard), and whined and whined about having a pretty plum gig. If you want to make a role model out of him, that's your problem.
Meanwhile, Dukat: He always tried to make the best of a bad situation, was as considerate towards everyone as he could be in any given situation (even towards the Bajorans who hated him in spite of everything he did to help them!), and was every bit as loving a father to his daughter - if not moreso - as Sisko was to his son. Even in his interactions with the lowlife Sisko, he remained polite and well mannered.
I think it is clear which of the two is the more admirable man.
