Whilst Tolkien admitted that any author's personality and beliefs are going to be reflected to some degree in his work, he absolutely rejected the idea that everything is an allegory for something. Especially in the case of Lord of the Rings; he insisted that it existed for it's own sake and that it definitely wasn't commentary on the state of the world.
Things like the brutal industrialisation of The Shire weren't necessarily allegories for Tolkien's return to England after WW2 in the wake of the industrialisation of the countryside -despite popular belief. It just dealt with the same idea that no place is untouched by the horrors of war.
