They are all the best.

Just did that actually, took about 7 actually. Honestly i'd say they're all equal. 1/2 are amazingly consistent. 3 does drag at points, but it reaches higher highs than the other 2.

So is he suppose to be the same character in all the movies?

I think the Man With No Name is more of character across characters type, you just recognize him no matter the situation. Van Cleef and the others play multiple characters through the 3 films though.
why don't they make music like this in film any more

No, first two are superior.

No, the connection are purely marketing.
People will say "muh poncho" and say TGTBTU is a prequel, which, chronologically, it is, but the character is different in all of them.
If you have the Blu Ray it's explained more thoroughly.

They can and they do, but sometimes the film doesn't call for an epic soundtrack. In most other Westerns it would have come across as cheesy and out of place. Morricone is an amazing composer, but sometimes his music doesn't fit, The Hateful Eight soundtrack is so good, yet Quentin recklessly used it because he cared more about having Morricone's name on it than make the perfect pair. Morricone and Leone paired together beautifully.
