Yes. The ending is a little rushed, but it's still more or less a complete arc. Carnivale was lucky in that the showrunner planned three 'books' that were all two seasons each. So while there's still main mysteries hanging in the air the first 'book' was at least completed.

The show was wildly over budget and wasn't getting the ratings to justify the cost. The first season cost $120 million and was only getting like 2 million viewers an episode, which is good for an HBO show, but not one that's that fucking expensive.
Game of Thrones actually had some budgeting and got better bang for their buck. It helps that it ended up becoming the biggest show on TV by the fourth season.
