No, he didn't start out as a cameo. He was originally introduced on BrBa as Sauls investigator, and it was then revealed he worked for Gus as well because the character was popular.
It wouldn't make sense to show Sauls back story without having Mike since they obviously have a long history of working together. How do you think Saul even had a connection to Gus in the first place? He was the one that set up Gus and Walts first meeting.
