It's pretty ineffective in a fight with humans, who are the only real threat at this point. If you're in a situation where you can shoot a zombie with a bolt and retrieve it, or have time to load another one and fire it, then you can just as easily use a knife in that situation. They do it all the time in the show, just walk up to zombies and non-chalantly stick a knife in their head. It's completely impractical when dealing with more than a couple zombies, or dealing with humans at all. And your home made bolts aren't going to fly straight unless you put a ton of time and effort into making them proper, meanwhile that effort could be put into making bullets, which they start doing during the Alexandria arc of the comics.

You are going to see 3 major character deaths in the finale, in summary:
Morgan - killed by Carol after he admits he met the wolfs before coming to alexandria and let them live. She blames him for everything that happened at alexandria and after Morgan almost gets both of them killed for refusing to kill a hostile person they encounter on the road she loses it.
Carol - out of guilt for killing morgan and not wanting to move forward in this world anymore she lets reanimated walker morgan devour her in a very gruesome and disturbing scene.
Glenn - he gets the same exact death in the comics by Negan although it won't be as brutal onscreen compared to the comics, but there is no question he is 100% dead at the end.
