You have to realise the political context he said this in. It was in July 2006; Israel was invading and bombing the shit out of Lebanon and killing thousands of Christian and Muslim civilians. Also it was in the highest level of the Iraq war, where it was beginning to become so obvious the war was a huge disastrous tragedy, and the American politicians had been duped into it by a cadre of neocons led mainly by Paul Wolfowitz (Jew) and the pro-Israeli lobby including democrats like Lieberman (Jew).
So, while what he said was anti-semitic, in the context of the time, it wasn't so far off the truth. Plus he was shitface drunk off his face at the time.
Saying "jews are responsible for all the wars in the world" is like saying "muslims are responsible for all terrorist bombings". Its offensive and bigoted, but there is an element of truth somewhere in there.
