Unless they catch them in the act of sexually molesting an underaged person they can't charge the predator with that I would assume? So they charge these guys with what? Some sort of criminal intent?

Usually the set up is set up in such a way that the guys incriminate themselves before being arrested and reminded of their rights. If Chris started these discussions with "You have the right to remain silent, everyone you say will be used against you blablabla", instead of "Have a seat", these conversations would go a lot differently.

There are laws about communicating with minors for unlawful purposes, crossing state lines for unlawful purposes, etc. They use those.

The group that does it usually does it in cooperation with local law enforcement. It doesnt stop them from getting thrown out for entrapment sometimes however.
