It depends on how you use the word. It's a buzzword, so it doesn't really have a stable definition.
IMO capeshit is a high budget superhero film made with the express intent of appealing what hollywood insiders call the four quadrants: male, female, young, old. Chronicle comes close to that but I don't think its there. Look closely at Chronicle and you'll see its just a found footage drama about kids who get supernatural powers, an Akira remake. And it doesnt have four quadrant appeal.
On the other hand, Kick Ass is low budget and certainly not (rated) for kids, but definitely is capeshit. Like I said, buzzwords rarely are consistent.
