It actually makes sense since it shows that Batman became obsessed with Bane, even to the point where he doesn't care if Gotham is destroyed just as long as Bane is as well. It doesn't become to clear to him until after bane is disposed of that he was being clouded by revenge and then he goes on to save the city. Of course this also is why he stops being batman, because in that moment he realizes he can't let it happen to him again and that a new fresh mind not clouded by those encompassing thoughts to take over and so on. The Rises in the title actually refers to Batman "rising" over his demons and moving on.
