Batman V Superman is going to have higher highs and higher lows. There will be some brilliance to it, but ultimately some bad choices on Snyder and Goyer's part will drag it down into the mud.
Meanwhile, Civil War will be just like the Avangers and all the other Marvel flicks: You see it once in the theater and maybe another time on an airplane or hung over or something, but beyond that it's disposable entertainment you will not have any need to see again or even talk about a week or two after release.
So, a masterful trainwreck vs highly digestible mediocrity. I'd say they're about even, though I suspect opinions will be more divided on BvS, while Civil War will be called Reddit at most and then forgotten.
