Then you had a good economy leading to overconsumption which was ripe for satirizing.
Then you had the Cold War still going on. When the world could end at any moment, people just wanted to have fun.
Then people were more emotionally mature back then and didn't mind that kid's movies could get a bit dark or serious.

Overrated would mean that the movies made in that time period are highly rated...which isn't the case, so no.
Overrated? Blockbusters were at their peak and there is a wealth of great films beyond that. Not sure it's the best decade for film, but it's the best in recent history. If you want an overrated decade, that's the 70's.
