Every Terminator film after the first is Non-Canon, the first one is the only that has any kind of internal consistency. After that it's just an excuse for big explosions and epic one liners.

The unstated implication of the first three films is that Skynet is somehow managing to open a fixed portal that leads x amount of years into the past.
So the first Terminator gets sent back to 1984, then eleven years later a second Terminator is sent to 1995, then nine years later a third Terminator is sent back to 2004. It's logical, and it works.

There are a few reasons this is no longer a thing, not the least of which being that Cameron has since stated that the T-1000 was sent back in time the same year as the original Terminator, and that it was a "last resort", that even the machines were afraid of this T-1000 - which is stupid.
Another reason that this no longer works is that Genisys completely fucked with the rules of time-travel established in the OT, allowing multiple passengers within one journey and even allowing forward time-travel - which is also stupid.

Skynet sends a machine back, nothing happens, so they rationalise that it didn't work and a few years later they try again.
How does that not make sense?

They'd created advanced cybernetics and a teleportation device, sent brainwashed POW Kyle Reese and their robot assassin after some name they picked at random, out of a random American phonebook.

T-1000 and nice Arnie is the next stage of testing when they've furthered their tech, and also a convenient chance to fuck up Cyberdyne, covering the tracks they left in the 80s and destroying a tech giant that would do Government contracts.

It's pretty straightforward as laid out in William Wisher's novelisation of T2 that includes the extended Future War stuff Cameron had to cut for budget and time.

Skynet didn't live long enough to see if it worked. As Kyle explains in Terminator 1, 2029 is 'one possible future', it's entirely likely Skynet knew it couldn't change that reality but was attempting to create a parallel universe where it could win.

In genisys Skynet has discovered how to time travel whilst John Conner is banging down the door, in the time they discover this they send ONE terminator back because a few moments later John Conner and Beihn's character storm the compound and send Beihn back. there could have been an unlimited amount of robots sent back, but you're an absolute flaming fucking faggot and cannot see beihn arrive back literally right after the terminator. This is established in the get go from T1 and is literally displayed onscreen on genisys. Yes they send back more terminators in T2 etc because the first T arm was left behind and Skynet was reborn and rediscovered time travel in T2.
