Because he's a smoker. Have you ever known many? Most of them will smoke wherever when they get the chance, and the hotel was pretty much abandoned anyway. A lot of hotels were not as anti-smoking back then as they are today as well.
I used to work with this one guy who smoked on the job constantly. I rarely ever saw him go more than 10 minutes without a cigarette in his mouth.
Akyroyd was also a notorious chain smoker in the day as well. He may have requested for that to be part of the character or something.
