As I said, mainly because some douchebags upscale 720p downloads to 1080p to leech visits, lowering the quality in the process even.
But as a rough example, a 720p VS an 1080p with the 1080p on 80-90% the bitrate of the 720p, and with similar encoding settings, the 1080p WILL look better, simply because the algorithms work much better on high resolution for similar or even slightly lower bitrates.
