Likely the elevator/stairs skip a floor when counting so a "hidden" floor is created. 7th floor is actually the 8th floor, etc

The Yanggakdo hotel in North Korea is used to house any tourists entering the country. It's a perfectly normal hotel in almost every regard, except for the fact that the fifth floor is utterly impossible to enter. There have been plenty of stories of tourists managing to get away from their guides to try and snoop around, but there doesn't seem to be a single entrance anywhere in the entire hotel; the elevators straight up don't have a fifth floor listed. Any questions about the fifth floor are deflected or ignored.
It's widely believed that the fifth floor is dedicated to state security personnel, constantly monitoring the entire building, keeping an eye on western tourists staying in bugged rooms. The building in the film clearly has a similar set-up, only less obvious. There's an entire floor dedicated to shady shit that they don't want anyone to know about. The hitman knows this, and drops a hint to let them know that he knows this, to get the upper hand in negotiations.

I'm sure there would be people who counted the floors from the street like Carson did, but those would be less common than the average tourist who ends up seeing that the 5th floor isn't available as soon as they enter the elevator?
