What the hell? That was probably the second worst after The Incredible Hulk.
I say Iron Man 3. Tony is the best character in the MCU and it's mostly about him. Yeah it shits the bed at the end but that's usual for Marvel movies.

Great casting, but it wasn't written very well. They demonstrate Steve's heroism/character in a really ham-fisted way (except for the part where he says he doesn't want to kill anybody, that was good) and all the scenes with the army feel like farce.
But I think problem #1 is just that there's a huge amount of action in the second half... and it all sucks. The action scenes are terrible. Comparing how fun Cap is to watch in Avengers and Winter Soldier to how boring he is in Cap 1 is like night and day.
